Abstract
Innovation is a necessity for government organizations. Organizational leaders, view innovation as change, growth and effectiveness of an organization. In 2022, North Nias district became one of the loci for the implementation of the innovation laboratory organized by the State Administration Innovation Center because the North Nias District Government revealed that many students from grade 2 to grade 4, even some from grades 5 and 6, in the region still could not read. In addition, the problem of school dropouts and damage to educational facilities in North Nias Regency is still quite high. The enactment of Law Number 23 of 2014 concerning Regional Government, which includes the need for innovation in order to improve the performance of regional government administration, is a great support for local governments, especially to innovate. With a research focus on the Implementation of the Innovation Laboratory Program in Efforts to Improve Human Resources to support the achievement of the 4th Sustainable Development Goal in North Nias Regency. This research uses qualitative research methods with a case study approach and data acquisition techniques through observation, in-depth interviews and literature studies. The results showed that the implementation of the Innovation Laboratory program in improving human resources to support the 4th Sustainable Development Goals in North Nias Regency was successful and right on target because at the Anugrah Merdeka Belajar 2024 event held by the Ministry of Education, Culture, Research and Technology, the North Nias Regency government won three awards in the Inspirational Regional Government category “Smart Indonesia Program Management, Education Human Resources Transformation, and Merdeka Belajar Main Award” the innovation launched by the Education Office through the Innovation Laboratory program is successful and sustainable, which is expected to always motivate OPDs to continue to innovate in order to increase public satisfaction with the services provided.
