Abstract

The role of People's Business Credit (KUR) as a government effort to empower MSMEs by making it easier to provide loans. In accordance with the Regulations of the Coordinating Ministry (Kemenko) for Economic Affairs, it released Permenko No. 15 of 2020 concerning Guidelines for Implementing People's Business Credit. The government is required to develop the real sector and empower Micro, Small, Medium Enterprises and Cooperatives (UMKMK), create jobs and reduce poverty. Thus, the Coordinating Ministry made changes to several provisions during the Covid-19 pandemic, especially KUR Super Micro and KUR Micro, namely related to reducing interest rates from 7% to 6%. Of course, there are still obstacles to this, namely that it is still found that the KUR program is not on target and is being used incorrectly. The KUR program, which is a government program specifically for MSMEs and people who do not have enough capital to open a productive business, is actually being misused by customers. They do not use it for business purposes but use it to meet their daily needs or use it only for consumptive needs. The purpose of this research: 1) Analyzing the Bank Rakyat Indonesia Bantargebang Unit's strategy in distributing the People's Business Credit (KUR) Program during the Covid-19 Pandemic. 2) How the implementation of the People's Business Credit Program (KUR) was carried out during the Covid-19 pandemic at Bank Rakyat Indonesia Bantargebang Unit. This research uses a constructivist paradigm using qualitative methods. The data collection techniques for this research are: through in-depth interviews, observation, literature study and documentation, as well as taking informants through purposive sampling. The results of the research state that Bank Rakyat Indonesia's People's Business Credit (KUR) strategy provides sincere service, low interest and an easy process. Meanwhile, the implementation of the distribution of People's Business Credit (KUR) funds at the Bank Rakyat Indonesia Bantargebang Unit has the principle of being obliged to provide capital to the community, both for MSMEs and investment during the Covid-19 pandemic.
