Abstract
This research is entitled The Role of the Civil Service Police Unit (Satpol PP) in Controlling Illegal Buildings in North Bekasi District, Bekasi City. The method used is a qualitative research method of data collection using interview, observation and documentation guidelines. The results of this research are overall, which uses Jones theory (in Mahsun, 2006: 8) which consists of 3 (three) indicators, namely; 1. Policy Planning (Regulation Role) sub indicators (a) Planning Standard Operating Procedures (SOP); (b) Planning activity schedules; 2. Policy Implementer (Enabling Role) sub indicators (a) Implementation of Controlling Illegal Buildings; (b) Coordination of enforcement of Regional Regulations with other agencies related to controlling illegal buildings; 3. Policy Supervision (Direct Role) sub indicator (a) Supervision through direct inspection of founders of illegal buildings. Obstacles in research include the following: 1. Internal factors; (a) Lack of personnel when carrying out enforcement; (b) Lack of sufficient facilities and infrastructure which makes it difficult for Satpol PP to carry out their duties; 2. External factors; (a) Lack of public understanding of regional regulations regarding public order, as well as people being stubborn in continuing to build buildings illegally; (b) Socialization that has not been maximized; (c) Social and economic problems that are very sensitive among the community.
