Abstract

A child is someone who is not yet 18 (eighteen) years old, including those who are still pregnant (Regulation of the Minister of State for Women's Empowerment and Child Protection Number 12 of 2022 concerning Child-Friendly Regency/City Development Policies). With the title “Implementation of PPPA Ministerial Regulation No. 12 of 2022 by the Women's Empowerment and Child Protection Service in Bekasi City. Based on the results of research conducted at the Women's Empowerment and Child Protection Service in Bekasi City using data collection, observation, interviews and documentation techniques, it can be concluded that the Implementation of the Development of Basic Health Rights and Welfare in a Child- Friendly City in Bekasi City using case studies at the Empowerment Service Women and Child Protection is still not running optimally. Based on Edward III's theory, there are 4 (four) indicators for optimal government implementation, namely communication, resources, disposition, bureaucracy. Communication, in its implementation DPPPA has coordinated with the relevant OPD in developing KLA in Bekasi City, but this coordination has not been optimal due to the lack of budget. Resources, the resources needed are quite adequate, only in the field of mass media where there are none, the facilities and infrastructure are quite adequate. Disposition, the Mayor appointed an implementor who was given tasks in accordance with the relevant OPD but it has not been running optimally due to lack of knowledge about the KLA. Bureaucracy, for the SOP, namely carrying out socialization, advocacy and education about the KLA concept, each OPD is assigned 2 people to monitor the implementation of Child Friendly Cities. Supporting and inhibiting factors in the implementation of KLA include support from the human resources of each relevant OPD, social institutions, the business world and the community. The government's seriousness in developing KLA is an important key. The inhibiting factors in the implementation of KLA development are lack of commitment between the community government and the business world and the lack of public knowledge about KLA development.
