Abstract

BEKASI REGIONAL MANAGEMENT AGENCY STRATEGY IN OPTIMIZING DISASTER MANAGEMENT THROUGH THE SITANGGUH APPLICATION PIONEER Denisya Kharisma Jelita Puteri denisya.kharisma23@gmail.com Government Science Study Program, Faculty of Social and Political Sciences Islamic University “45” Bekasi ABSTRACT This research examines "The Strategy of the Bekasi Regency Regional Disaster Management Agency in Optimizing Disaster Management Through Piloting the Sitangguh Application". The research method used was descriptive qualitative, data collection was carried out by observation, literature study and in- depth interviews. This research uses strategy theory put forward by Robert M. Grant (1999: 9), that strategy consists of four indicators including: a) clear goal indicators; b) indicators of environmental understanding; c) resource assessment indicators; and d) indicators of effective implementation. The results of this research show that a) clear objective indicators, socialization activities were carried out at the time of the Hydrometeorological disaster in March 2023 and regular meetings were held for 14 days with relevant agencies to discuss the stages of application creation, in dealing with disasters there were clear SOPs and technical instructions. adjusted for each disaster case; b) indicators of environmental understanding, showing that the Bekasi Regency Regional Disaster Management Agency has designed the Sitangguh application according to the needs of the community, technical guidance is also provided to internal and external parties, monitoring activities are carried out at every stage of the application process; c) indicators for assessing the resources owned can be seen by the formation of an effective team for the Sitangguh application, funding for the application comes from the APBD, there is a legal umbrella in the form of a regent's regulation which is currently still being drafted; and d) indicators of effective implementation, pioneer team meetings are held intensively by BPBD Bekasi Regency but currently evaluation has not been carried out because the application is not yet running, the SITANGGUH application has strengths and is supported by many useful features and weaknesses which are currently unknown, projected success rate for the application This is estimated to be more effective than the previous system, namely the call center, in the technical aspects of launching applications by gathering media and stakeholders involved in application development. Obstacles in optimizing disaster management are: a) human resources (HR) which are limited in quality and quantity; b) less than optimal socialization; c) coordination and communication are still less than optimal; and d) technical details and stages in the implementation of the Sitangguh application pilot which are quite detailed; Meanwhile, the efforts being made are: a) it is necessary to add formations by carrying out recruitment and increasing the competency of the apparatus; b) carry out socialization and promotion of the SITANGGUH Application; and c) strengthen coordination.
