Abstract
This thesis is entitled The Role of the Village Consultative Body in Forming Village Regulations (PERDES) in Sukarahayu Village, Tambelang District, Bekasi Regency. This research is motivated by the role of BPD in forming village regulations which have not been implemented optimally. This research aims to determine the role of BPD in forming village regulations. This research uses Soekanto's theory (2009:213), which contains several indicators, namely roles including norms that are related to a person's position or place in society. Role is a concept about what individuals can do in society as an organization. Role as an important individual behavior as a social structure of society. This research uses descriptive qualitative research methods. Descriptive qualitative research is research that provides a careful description of the situation that occurred. The techniques used in data collection were literature study, observation and in-depth interviews. The results of this research show that the role of the Village Consultative Body in Sukarahayu Village has not been maximized in making village regulations. In Sukarahayu Village, the implementation of the BPD's role is still weak in proposing draft village regulations in channeling the aspirations of the community. Obstacles that influence the implementation of the BPD's role in forming village regulations include a lack of communication between the village head and the BPD in each formation of village regulations, a lack of knowledge and understanding of BPD members in forming village regulations as well as the low level of human resources and the efforts made by the Agency. Village Consultation, namely continuing to improve communication with the village head and other village officials, following technical guidance activities organized by the district government regarding procedures for making good and correct village regulations and continuing to improve human resources in the Village Government and members of the Village Consultative Body in Sukarahayu Village.
