Abstract
This research is entitled Intergovernmental Relations in the Development of the Rebana Metropolitan Area at the Capital Investment and One-Stop Integrated Services Department of West Java Province. The research method used is a descriptive analytical research method. This research uses an instrument in the form of an interview guide with informants including (1) government officials, in this case the West Java Province One Stop Investment and Integrated Services Service, which consists of the Head of Service, Secretariat, Development and Promotion Sector. PMTSP, Infrastructure and Social Licensing Services Sector, Economic and Natural Resources Licensing Services Sector, PMPTSP Control Sector, PMPTSP Data and Information Sector; (2) Rebana Metropolitan Area Management Agency. This research uses intergovernmental relations theory by Robert Agranoff using 4 indicators, namely (1) information network;(2) developmental network;(3) outreach network and;(4) action network. The results of this research are, (a) the information network indicators were met with the socialization of the Rebana Metropolitan roadshow and the signing of an MoU with 7 Regencies/Cities; (b) development network indicators are proven by routine monitoring and evaluation between stakeholders, the preparation of Rebana's blueprint and master plan as well as the Estate Regulations Guidelines as a guide regarding to industrial development; (c) Outreach network indicators are met with the preparation of programs and strategies for the entire Rebana area, (d) action network indicators are met with cooperation and active participation in program preparation. Furthermore the obstacles encountered are (a) Issues related to information networks are still not optimal, such as the involving of citizen between district/city government with the provincial government network and central government, especially several problems related to equalizing the Regional Minimum Wage (UMR), particularly in the territory of Developmental Area Rebana Metropolitan;(b) Coordination problems during development implementation;(c) The main problem correlating with the Action network in the implementation of the Rebana Metropolitan Area Development, including the existence of a conflict of interest in the Rebana Development;(d) Issues related to outreach network in the development of the Rebana Metropolitan Area, primarily related to the development of socio-cultural and educational aspects. Efforts made include: (a) consolidation with local government;(b) improve coordination and carry out innovative financing;(c) proposed the Rebana Law and reassure the progress of the Rebana development;(d) Rebana Livability 5.0 as a strategic plan for regional development.
