Abstract

Through bureaucratic reform, an effective and efficient government management system has been built and bureaucratic reform itself is still a pillar that changes the life of the nation and state. Bureaucratic reform is expected to have a significant effect on employee performance, meaning that the better the bureaucratic reform, the higher the employee performance is expected. However, the performance of the Human Resources (HR) of the apparatus has not been fully optimal, especially at the Office of the Ministry of Religion of the City of Bekasi. As an effort to improve performance, one of them is by focusing on improvements in the field of structuring the human resource management system for the apparatus. This study aims to analyze the strategy of bureaucratic reform in improving the performance of human resources of the apparatus, analyze the arrangement of the Human Resources (HR) management system of the apparatus and analyze the performance of the Human Resources (HR) of the apparatus with the implementation of bureaucratic reform at the Office of the Ministry of Religion of the City of Bekasi. This research uses qualitative method and case study design. Data collection techniques using observation, in-depth interviews, literature study and documentation. The data analysis techniques used are data reduction, data display, drawing conclusions, and data coding. The results of the study stated that the bureaucratic reform carried out through the arrangement of the human resource management system of the apparatus was able to improve the performance of the apparatus at the Office of the Ministry of Religion of the City of Bekasi. Procurement of human resources is also in accordance with the eight indicators for structuring the human resource management system for the apparatus. It is clear based on the quality of work, quantity of work, responsibility, cooperation and initiative that the performance of the apparatus is optimal, although there are still inhibiting factors, namely limited human resources, age of human resources. which is already above average, lack of supporting tools in the work and inadequate application facilities.
