Abstract

The number of social welfare service providers (PPKS) in Bekasi City in 2021 is 160,980 people with a total of around 711 homeless people and beggars, 1,125 abandoned elderly people, and 67 street children. To deal with this, the Bekasi City Social Service accommodates and fosters PPKS at the Padurenan Halfway House. This study examines the "Strategy of the Bekasi City Social Service in Handling the Need for Social Welfare Services (PPKS) at the Padurenan Halfway House". The method used is descriptive qualitative, data collection is done by observation, in-depth interviews, and literature study. This study uses strategy theory according to Wheelen and Hunger (2017: 10-17) which consists of four indicators. The results of this study indicate that a) environmental monitoring indicators show that the Social Service conducts outreach only to government officials and related parties regarding PPKS handling policies, and holds routine planning and coordination meetings; b) indicators of policy formulation, showing that the Social Service has a strategic plan, written legal basis, and technical guidelines for handling PPKS, as well as coordination with stakeholders to handle PPKS; c) indicator of policy implementation, Social Service and Halfway House managers have provided a training and coaching program for PPKS, it's just that the program is not running well due to a limited budget, and the implementation of PPKS handling is in accordance with the SOP that has been prepared by the Bekasi City Social Service; and d) evaluation and control indicators, monitoring and evaluation activities are carried out once a month to assess the performance of the teams handling PPKS at the Padurenan Shelter. Obstacles in handling PPKS are: a) inadequate amount of budget in providing guidance and training; b) coordination and communication are still not optimal; c) limited human resources; and d) the difficulty of communicating with certain categories of PPKS. Meanwhile, the efforts made are: a) maximizing the provision of services to PPKS; and b) cooperating with each other in handling the PPKS in the Padurenan Halfway House.
