Abstract
In accordance with the principles of Pancasila and the 1945 Constitution, Civics is one of the few disciplines that makes students experience various processes that make them Indonesian citizens. The purpose of this research is to create an alternative model of school-based learning assessment for the Civics curriculum. The research used qualitative methods and more in-depth data analysis by analyzing previous literature reviews from a number of academic journals. As a result of using the Scramble model, Civics learning outcomes can improve based on several learning outcome indicators, namely: 1) Cognitive domain, explaining the forms of collective decision making (deliberation, voting, and acclamation), explaining the methods used to choose collective decisions in solving problems, and examples of collective decision making. 2) Affective domain, or adhering to the rules, meaning adhering to the rules of discussion regularly and helping friends who do not understand the material. 3) Psychomotor domain, which is the ability to speak and lead the discussion. Thus, it can be concluded that the scramble learning model can be used as an alternative to improve student learning achievement in Civics subjects in elementary schools.
