Abstract
Indonesia is a country in the developing category which is characterized by the main activity in government, namely national development. The position of the economic sector is very much taken into account in national development in Indonesia. The economy is still in turmoil, making people feel that their lives are getting more difficult. The current developments affect people's increasing demands for their way of life, and people's ways of thinking are becoming more modern, conceptualized, sophisticated and complex. According to Soerjono Soekanto, a role is a dynamic aspect that is a status position, if a person carries out his rights and obligations by them, then he carries out a role. About the role of the Bekasi City Small and Medium Enterprises Cooperative Service with the development of MSMEs in Bekasi City Square based on the 2018-2023 Strategic Plan. The Municipal Government of Bekasi has broader authority in designing and implementing every policy at the regional level except for matters that are determined to be the authority of the central and provincial governments. Efforts to encourage development in the City of Bekasi to achieve the Vision and Mission of the City of Bekasi is a complex matter and cannot be carried out using a partial and sectoral management approach. Based on the results of research that have been carried out at the Bekasi City Small and Medium Enterprises Cooperative Office and also in Bekasi City Square using data collection techniques, observation, interviews, and documentation, it can be concluded that the Role of the Bekasi City Small and Medium Enterprises Cooperative Office in developing UMKM by case study Street vendors (PKL) in Bekasi City Square are still not running optimally. Based on the theory of Gede Diva (2009:15-18) there are three (3) indicators in the optimal role of government, namely facilitators, regulators, and catalysts.
