Abstract
This research aims to analyze the role of the Village Consultative Body (BPD) in supervising village fund management in Kedung Jaya Village, Babelan District, Bekasi Regency in 2024. The study employs a descriptive qualitative method with data collection through in-depth interviews, observations, and documentation involving the BPD Chair, BPD Secretary, Village Head, Finance Officer, and community leaders. Data analysis utilizes Role Theory from Soerjono Soekanto which examines normative roles, ideal roles, and actual roles. The findings indicate that normatively, the BPD has understood its supervisory duties and functions, participated in village policy discussions, and channeled community aspirations. Ideally, the community expects the BPD to be more active, transparent, and advocate for public interests in village fund oversight. In practice, the BPD has performed its supervisory role through site visits, direct monitoring, and preparation of oversight reports. However, challenges exist including limited technical understanding of financial management, insufficient socialization of BPD's role to the community, and suboptimal disclosure of oversight results to the public. This research recommends enhancing BPD capacity through technical training, strengthening communication with the community, and improving transparency of oversight outcomes to realize accountable and participatory village governance.
