Abstract

The problem of school dropouts remains a challenge in the implementation of education even though the local government has established policies to guarantee the community's right to education. The Bekasi Regency Government, through Regional Regulation Number 1 of 2021 concerning the Implementation of Education, attempts to address school dropouts at the Junior High School level, but various obstacles are still encountered in its implementation. This study, entitled Implementation of Bekasi Regency Regional Regulation Number 1 of 2021 concerning the Implementation of Education in Addressing School Dropouts in Junior High School Education, aims to examine policy implementation, obstacles, and handling strategies. This study uses the Van Meter and Van Horn policy implementation theory in Winarno (2016) with qualitative methods through interviews, observations, and documentation studies. The results of the study indicate that the implementation of Bekasi Regency Regional Regulation Number 1 of 2021 has generally gone quite well, reviewed from several indicators, namely: (a) policy standards and targets that have been formulated and socialized in stages; (b) relatively adequate resources both in terms of infrastructure and budget support; (c) characteristics of implementing organizations that show a clear division of roles and responsibilities; (d) inter-organizational communication and strengthening activities that have been carried out through coordination, although not yet evenly distributed; (e) the disposition or attitude of implementers who demonstrate commitment to handling school dropouts; and (f) social, economic, and political environmental conditions that remain challenging, particularly family economic factors. Barriers to policy implementation include limited family finances, high population mobility, unsynchronized data on school dropouts, limited government capacity at the sub-district level, and low student and parent motivation towards education. Handling strategies are implemented through strengthening data collection, increasing cross-sector coordination, optimizing educational assistance, and direct intervention by schools through mentoring and home visits.
