Abstract

This thesis research begins with the Implementation of the Smart Online SelfService Program (LAMPION) at the Bekasi Regency Land Office. This research uses the Theory of George C. Edward III (1980; quoted by Tachjan, 2006:56-57) that policy implementation is influenced by 4 variables, namely: Communication, Resources, Disposition, and Bureaucratic Structure. Based on the results of research on the Implementation of the Smart Online Self-Service Program (LAMPION) at the Bekasi Regency Land Office as a whole has run well. Through 4 variables, namely, First, Communication about LAMPION has been carried out well, seen by the direct socialization of LAMPION to the community and communication between LAMPION implementing officers in the implementation of the LAMPION program, Second, the Resources owned by the Bekasi Regency Land Office, both from the supporting facilities and infrastructure of LAMPION, have met the needs of the LAMPION program, as well as LAMPION applicators who already have the ability to run LAMPION. The third Disposition can be seen from the technical instructions and directions from direct superiors. Officers have followed the instructions in accordance with the Standard Operating Procedure (SOP) and have been understood by officers involved in the implementation of LAMPION. Fourth, the Bureaucratic Structure is seen from the coordination, monitoring, and evaluation. However, there are obstacles faced, namely: (1) Lack of Understanding of Electronic Services or Digital Understanding by the community; (2) Website Server Error. The strategies implemented by the Bekasi Regency Land Office include: (1) Providing direct and indirect (online) socialization to LAMPION users; (2) Making improvements in handling Website Server errors by IT technicians at the Bekasi Regency Land Office and involving internet providers.
