Abstract

The Village Head is the lowest level of government official below the Sub-district Head. Therefore, the obligations and responsibilities for achieving Land and Building Tax (PBB) collection targets depend on effective community outreach. The Village Head is tasked with organizing and primarily responsible for governance, development, and community affairs, in the implementation of Regional Government affairs, general government affairs, including maintaining public order and security. This study aims to examine the role of the village head and identify the village head's efforts to overcome obstacles in achieving the Land and Building Tax (PBB) target in Jatimulya Village, Tambun Selatan District, Bekasi Regency. The research method used is qualitative. Data analysis and collection techniques were studied through literature review, observation, interviews, and documentation. This study uses Soejono Soekanto's (2013) theory with five indicators: Socialization and Education, Facilities and Services, Coordination and Combination, Supervision and Evaluation, and Community Participation. Based on the research and discussion, it can be concluded that the role of the village head (lurah) is crucial in coordinating various relevant parties, such as neighborhood associations (RT/RW) and community leaders, to accurately and widely disseminate information regarding PBB (land and building tax) payment obligations. To date, the role of the village head (lurah) in Jatimulya Village has been quite effective in fulfilling his obligations to the community. However, several obstacles remain, both from the community and from the village head, which require further evaluation. The village head is working to address these obstacles through an educational and communicative approach, as well as encouraging the involvement of neighborhood associations (RT/RW) as strategic partners.
