Abstract
Population administration services at the Bekasi City Population and Civil Registration Office through the E-open Application often encounter service obstacles. This study examines "Evaluation of Population Service Policy through the E-open 2.0 Application at the Population and Civil Registration Office of Bekasi City" The method used is qualitative descriptive, data collection is carried out by observation, in-depth interviews and literature studies. This study uses evaluation theory according to William N Dunn. which consists of six indicators. The results of this study show that a) effectiveness indicators, the Bekasi City Population and Civil Registration Office makes technological changes and policy developments as well as the use of information technology. b) Efficiency Indicators, there is an increase in efficiency in services to the community and the use of resources (time, labor, cost) in the operation of the E-open application compared to the manual method. c) Indicators of adequacy, the existence of human resources (HR) needed in increasing E-open to E-open 2.0 and the existence of adequate and timely public services. d) Equity Indicators, the socialization of E-open application services to the community, the optimization of servers in the E-open application and the existence of the latest features or innovations of the E-open application. e) Responsiveness indicators, the existence of a community satisfaction survey in the E-open 2.0 application and the ease of accessing the E-open 2.0 application. f) Indicators of determination, the benefits felt by the community with E-open 2.0 and the changes experienced by the community after using the services in E-open 2.0. Obstacles in population services through the E-open application. a) Lack of technological infrastructure, b) Technical errors in the application. Efforts made to overcome these obstacles are: a) Upgrading the E-open application to the E-open 2.0 Website, b) Using the manual service method at the Bekasi City Population and Civil Registration Office.
