Abstract

This research aims to analyze the implementation of Bekasi City government collaboration in overcoming the problem of juvenile delinquency in Bekasi City. The main focus of this research is on the efforts made by the Bekasi City Government and the private sector in working together to overcome social problems that occur in juvenile delinquency, the obstacles faced, and the strategies applied to overcome obstacles. The approach used in this research is descriptive qualitative with data collection techniques in the form of observation, interviews and documentation. The results showed that the collaborative governance process was carried out in 5 ways, namely 1) Face-to-face dialogue through coordination meetings, in its implementation it has been well implemented between government stakeholders and private institutions. 2) Building trust, through formal and informal communication intensity. In this aspect, the activities carried out by the Bekasi Police Chief, DPPPA, KPAD, and the Education Office in building trust have also been carried out well and are routinely carried out. 3) Commitment to the process, a commitment that grows to be good, due to the intensity of massive meetings. 4) Mutual understanding, the mutual understanding that has been established has been carried out well, this can be seen from the socialization that is routinely carried out. 5) Temporary results, can be seen from the benefits, namely, from the collaboration between the Polres, DPPPA, KPAD and the Bekasi City Education Office, it is felt that it has been carried out, although it is not satisfactory because there are several obstacles in its implementation. Based on this, the results of collaboration between stakeholders show that it has been successful in overcoming juvenile delinquency in Bekasi City. This can be seen from the 2022-2024 juvenile delinquency data, which shows a positive trend with a decrease in cases of immoral offenses, theft, gambling, and narcotics. Immoral offenses fell from 8 to 3 cases, theft from 166 to 50 cases, gambling from 30 to 4 cases, and narcotics reached zero in 2024. However, brawls increased from 15 cases in 2022 to 30 cases in 2024, so more attention is needed to overcome this problem. Then the obstacles experienced in overcoming juvenile delinquency include lack of cooperation with the community, lack of public awareness and still lack of parental supervision of children.
