Abstract

This research is motivated by the role of the Village Consultative Body (BPD) in the formation of village regulations that has not been optimally implemented. This study utilizes the theory of Hardjanto (2002:24), which includes several indicators such as Equality, Consensus Orientation, Participation, and Responsiveness. The role is viewed as an important individual behavior within the social structure of the community. This research employs a descriptive qualitative method. The data collection techniques used include literature study, observation, and in-depth interviews. The results of this study indicate that the role of the Village Consultative Body in Buni Bakti Village has not been maximized in the creation of village regulations. The implementation of the BPD's role is still ineffective in proposing drafts of village regulations and channeling community aspirations. Several obstacles affect the BPD's role in the formation of village regulations, including a lack of communication between the village head and the BPD during the formation of village regulations, insufficient knowledge and understanding among BPD members regarding the formation of village regulations, and a low level of human resources. Efforts made by the Village Consultative Body include continuously improving communication with the village head and other village officials, participating in technical guidance activities organized by the district government related to the proper procedures for creating village regulations, and continuously enhancing the human resources within the village government and among the members of the Village Consultative Body in Buni Bakti Village, Babelan District, Bekasi Regency.
