Abstract

Increasing investment and development of industrial areas is a strategic priority for Bekasi Regency in facing global economic challenges. This study aims to analyze the effectiveness, strategy, and perception of services at the Bekasi Regency DPMPTSP for development permits in Industrial Areas. The researcher uses a constructivism paradigm with a qualitative research method accompanied by a case study research approach. The data collection techniques include: observation,in- depth interviews, literature studies, and documentation. The results of this study indicate that the Bekasi Regency DPMPTSP applies effective service standards through digitalization, collaboration, and an accountability-based approach. With indicators of time effectiveness, work results, and appropriate costs, as well as implementation in accordance with Regional Regulations, the permit service at this agency supports regional development more optimally. The strategy for industrial area development permit services by the Bekasi Regency DPMPTSP, based on Geoff Mulgan's theory, includes accelerating the licensing process, adapting to the environment, structured direction, innovation such as OSS, and continuous learning. The perception of permit applicants regarding development permit services in the Bekasi Regency industrial area is generally positive, especially with the implementation of the OSS system which increases transparency, accessibility, and efficiency. Although there are still challenges such as incomplete information, delays in document verification, and inter-agency coordination, DPMPTSP continues to make improvement efforts.
