Abstract
The case of the HIV/AIDS virus in Indonesia is still a crucial problem affecting the health sector in Indonesia, as data obtained from the Bekasi City Health Office shows that 554 people have been exposed to the HIV/AIDS virus in the period January 2022 to August 2022. The local government's concern for the HIV/AIDS problem is the creation of local regulation No. 3/2009 on the prevention and handling of HIV/AIDS in Bekasi City. However, in its implementation there are still obstacles. The methodology used in this study uses the theory of Van Horn and Van Metter by measuring 6 indicators, namely policy standards and objectives, resources, communication, characteristics of the implementing organization, inter-organizational communication, position/attitude of implementers, social, economic and political conditions. This research is a descriptive qualitative research. Data collection was carried out by observation, document study and in-depth interviews with the main informants, namely the Secretariat of the Bekasi City HIV/AIDS Commission, the Bekasi City Health Office, the Division of Prevention, Control and Communicable Diseases (P2p), and the Gaya Patriot Foundation of Bekasi City. The results showed that all indicators of the Van Metter and Van Horn policy implementation model have not been achieved as a measure of the success of the implementation of HIV/AIDS prevention and control policies in Bekasi City, especially in resource indicators such as budget, as well as facilities and infrastructure that still need a lot of attention, such as the unavailability of work offices at the KPA Bekasi City. So that the impact caused is that the prevention and handling of HIV / AIDS programs are not running optimally.
