Abstract

Along with increasingly rapid developments, the presence of technology can influence all aspects of human life and government governance. The Bekasi City Government, in realizing the city of Bekasi as a smart city, which is able to increase efficiency, flexibility and sustainability of a network system and services for city residents, cannot work alone but collaborates with the business sector, namely with PT Telekomunikasi Indonesia (Telkom). The aim of this research is to analyze the collaborative governance of the Bekasi City government and PT. Indonesian Telecommunication in realizing Bekasi Smart City, analyzing the implementation of Bekasi smart city infrastructure development, as well as analyzing public perceptions regarding the implementation of Bekasi City's smart city infrastructure. This research uses the Constructivism Paradigm with Qualitative Methods and Case Study Design. Data collection techniques through in-depth interviews, observation and documentation, using purposive sampling techniques. Data analysis techniques through data collection, data reduction, data presentation, and drawing conclusions. The research results show that the collaboration between the Bekasi City government and PT Telkom in realizing the Bekasi smart city begins with conducting analysis and research on partners who will be invited to collaborate. The collaboration process, through several stages, a) dialogue discussions in determining the program, b) building trust and building commitment, carried out through signing the collaboration, c) mutual understanding is built from discussions that have been carried out, d) from this collaboration it is hoped that it can provide good public services optimal. In implementing Bekasi smart city infrastructure development, it focuses on infrastructure elements, namely physical infrastructure, digital & ICT infrastructure, and social infrastructure. Stakeholder perceptions regarding smart city infrastructure in reflecting the needs and expectations of citizens and providing solutions to overcome challenges in Bekasi City are quite good but not perfect, because through integrated technology, infrastructure in Bekasi City makes it possible to facilitate access to more efficient and responsive public services
