Abstract

Research on the Government's Role in the Young Beginner Entrepreneurship Program at the Culture, Youth and Sports Office of Bekasi Regency is based on the government's efforts to minimize the complexity of youth problems which refer to the lack of participation in the youth workforce, lack of entrepreneurial skills, and incompatibility of youth policies at the national and regional levels. , the high rate of youth open unemployment in addition to the rise of other social problems among youth. This study uses the role of government theory from Diva (2009) consisting of the role of the regulator, the role of the facilitator and the role of the catalyst. While the purpose of this study is to analyze the role of the government through the Beginner Young Entrepreneur Program in Bekasi Regency. This study uses the constructivism paradigm applying qualitative methods. Data acquisition techniques using literature, observation, interviews. The results of the research show that the government's role through the Beginner Young Entrepreneur Program is not optimal. In review based on the role of regulators who have not been able to create a conducive climate as evidenced by the very limited participation quota and low public interest. Based on the role of the facilitator, there is still no access to capital and assistance. Then in terms of the role of the catalyst, it is carried out through the provision of knowledge and motivation, but there are deficiencies such as weak empowerment, no awards given, and the unclear impact of program sustainability.
