Abstract
ABSTRACT Muhammad Maryo Islamic University “45” Bekasi Mariyyo33@gmail.com Based on Article 55 of Law Number 6 of 2014 concerning Villages, the Village Consultative Body has the function of discussing and agreeing on draft village regulations, accommodating and channeling the aspirations of the village community and supervising the performance of the village head. The Village Consultative Body has the task of making Village Regulations together with the Village Head, taking and proposing community ideas. Therefore, the BPD, which is formed by its members based on representation from the village community, must be able to meet the needs of the community from their aspirations to become Village Regulations. The aim of this research is to determine the function of the village community. Village Consultative Body in Making Village Regulations and overcoming obstacles in the process of making Village Regulations in Sukawangi Village, Sukawangi District, Bekasi Regency. Researchers in this case study using a constructivist paradigm with qualitative research methods accompanied by a case study research approach. The data collection techniques: observation, in-depth interviews, literature study and documentation, as well as taking informants using purposive sampling technique. The research results state that the function of the Village Consultative Body in making Village Regulations includes, among others, being able to prepare and propose draft Village Regulations, draft Village Regulations can be proposed by members of the BPD to the Chair of the Village Consultative Body to be stipulated as Village Regulations in accordance with Law Number 6 of 2014. has not been maximized and in the process of making village regulations it must be in accordance with the five indicators from Kansil's theory (2011: 191): (1) Guided by applicable policies, (2) Must not conflict with existing policies, (3) Oriented to the future, (4) Oriented to the public interest, (5) Clear, precise, and does not cause ambiguity in meaning and intent. However, the BPD still has difficulty in making Village Regulations in accordance with the needs of the village community due to the constraints of a minimal budget, inadequate facilities and infrastructure, poor relations between the BPD and the Village Head and relations with the community.
