Abstract

Implementation of the Child Identity Card (KIA) Policy at the Bekasi Regency Population and Civil Registration Service. Policy implementation is a process of implementing the policy carried out by the implementers to achieve the goals that have been set. Therefore, this research aims to determine the implementation of the child identity card (KlA) policy at the Department. Population and Civil Registration of Bekasi Regency and to find out the supporting and inhibiting factors in implementing the child identity card (KIA) policy at the Population and Civil Registration Service in Bekasi Regency. This research is classified as a descriptive research type using a qualitative approach, which means this research describes a real phenomenon or event. Research data was obtained from various data sources, namely primary data and secondary data. Data collection was carried out through observation, interviews and documentation. The data analysis techniques used are data reduction, data presentation and verification. The data validation technique used is triangulation of sources, child identity cards (KIA) at the Population and Civil Registration Service of Bekasi Regency through indicators, namely: 1) communication, 2) resources, 3) disposition and 4) bureaucratic structure shows that it is quite good. This can be seen from the socialization and printing of children's identity cards which is carried out directly in elementary schools with competent staff who adhere to the SOPs stipulated in the Minister of Home Affairs Regulation.
