Abstract
In order to reduce the existence of problems regarding land in the Bekasi Regency area, many of which are still not certified and to provide legal certainty to land owners in Bekasi Regency, the Government issued a program to make it easer for the cummunity to obtain certificates of land rights. The Complete Systematic Land Registration (PTSL) program was chosen. This study used a descriptive research method with a qualitative approach. Data collection techniques were carried out by means of interviews, observation and documentation related to the implementation of the Complete Systematic Land Registration (PTSL) program. The data obtained were then analyzed qualitatively by reviewing all data supported by using the theory put forward by Donald S. Van Meter and Van Horn which included standards and objective of resource policies, communication between organizations, characteristics of implementing agents, social and economic conditions and implementator dispositions. The results of the study indicated that the implementation of the Complete Systematic Land Registration (PTSL) program at the Bekasi Regency Land Office in general has been going well. However, the Implementation of Complete Systematic Land Registration (PTSL) has not been optimal due to several factors that have become obstacles, namely facilities and infrastructure that are still minimal and lack of public awareness in completing administrative requirements so that it slows down in the implementation of the Complete Systematic Land Registration (PTSL) program in Bekasi Regency.
