Abstract

Electronic-Based Government System is a development in the government sector that utilizes information and communication technology which know as e-Government. The implementation of e-Government began with the publication of Presidential Instruction Number 3 of 2003 concerning National Policy and Strategy for e-Government Development, and was deepened. with the issuance of Presidential Regulation Number 95 of 2018 concerning Electronic-Based Government Systems (SPBE). Since the issuance of regulations about SPBE over the past 5 years, there are several obstacles have been found in the implementation process, regulations and resources so that the maximum target has not been achieved. The aim of this research is to show the process of using and knowing the process of measuring the index value of the Electronic Based Government System in the Bekasi City Government. The development and evaluation of SPBE is carried out using PERMENPAN-RB Number 59 of 2020 which consists of 47 indicators. The theory used in this research is Dunn's theory which states that there are six (6) indicators, namely effectiveness, efficiency, adequacy, equity, responsiveness and accuracy. The method used in this research is a qualitative method with a descriptive approach. The results of this research are that the Electronic Based Government System policy implemented by the Bekasi City Statistics and Coding Information Communication Service (DISKOMINFOSTANDI) has been implemented and has achieved the targets determined each year. The Electronic Based Government System is actually intended to change the pattern and system of government work in Bekasi City. . However, there are obstacles, namely the lack of full attention from regional government resulting in minimal budgets, no emphasis on using SPBE application products and lack of commitment and coordination between, limited personnel, and there are still many people who do not know and understand each application. made and used in Bekasi City.
