Abstract

The large number of rejections received by individuals with disabilities during recruiting contributes to the difficulties of supporting economic growth by optimizing and ensuring job possibilities for people with disabilities. Societal preferences toward those with disabilities have evolved. One of which is by Providing disabled people the opportunity to obtain the same rights as non- disabled people. This is one of the Sustainable Development Goals (SDGs), whose phrase is "no one left behind." The purposes of this research are: 1) Analyzing the implementation of special regional regulations for the capital city of Jakarta Nomor 10 of 2011 concerning the protection of people with disabilities in obtaining employment. 2) Analyzing the achievement of Sustainable Development Goals (SDGS) point 8 regarding increasing inclusive and sustainable economic growth and decent workers for all in the Special Capital Region of Jakarta. 3) Analyzing the perception of persons with disabilities regarding access to employment based on the Jakarta Capital City Special Regional Regulation Nomor 10 of 2011. This study uses a constructivism paradigm with qualitative research methods that apply the research design in the form of case studies and data collection techniques including: observation, in-depth interviews, literature study, and documentation. The results of this study explain that the Regional Regulation of the Special Capital Region of Jakarta Nomor 10 of 2011 article 30 paragraphs 1-3 concerning Protection of Persons with Disabilities is a regulation that has not been implemented effectively by employers to fulfill the rights of the people with disabilities in obtaining employment. There are still many empty quotas for persons with disabilities, both in agencies, state-owned enterprises and private sectors. The presence of the 8th SDG assists with implementation or transformation, which is excellent and should be recognized by the government, private corporations, and state-owned enterprises that have hired people with disabilities.
