Abstract

This research was conducted at the Directorate of Early Childhood and Community Education Teachers, Ministry of Education and Culture, Research and Technology. The problems taken are quite interesting to study, where public service innovations are based on the Education and Training Management Information System application. The Education and Training Management Information System application functions as a solution to problems that occur in the bureaucracy which will make it easier to store data on teachers who have attended education and training organized by the directorate. Using a qualitative descriptive research method to describe or describe application-based service innovation in the directorate. Data collection was carried out through interviews and documentation techniques. The subject of this study is the bureaucracy that implements or runs the application and the users of the Education and Training Management Information System application. To analyze the results of research using the theory of public service Fitzsimons in Sinambela (2006: 7). The results of public service research show solving the problem of administrative recording from a manual system to an online-based system using available applications. This will make it easier for the bureaucracy to collect data. In implementing the Education and Training Management Information System application, it is necessary to have good cooperation starting from the application manager or provider and the application user. Bureaucratic reform carried out by the Directorate of Early Childhood Education Teachers and Community Education, Ministry of Education and Culture, Research and Technology, is one of the public service innovations to create flexible and efficient public services in processing the data obtained. Through his commitment to the flexibility of bureaucratic work, this will become one of the references in reforming the public service system as it should.
