Abstract

ABSTRACT The study aims to evaluate the Social Welfare Center (Puskesos) program in an effort to improve the quality of services to the lower middle community in the Northern Bekasi district. The approach used in this study is a qualitative method with reference to the William N. Evaluation Theory. This research uses a qualitative approach that involves data collection through in-depth interviews with relevant parties such as Puskesos officials, beneficiary communities, as well as related stakeholders. In addition, direct observations of the implementation of the Puskesos program and the study of documentation related to existing policies and procedures were also carried out. The results of the research showed that the Puskesos program has made a significant contribution in improving the quality of services to the lower middle community in the Northern Bekasi district. The program successfully provides social assistance, access to health services, education, and work training that is beneficial to the community. However, the study also identified several challenges faced in the implementation of the Puskesos program, including budget constraints, lack of interinstitutional coordination, and low public awareness of the existing program. Therefore, the study provides recommendations for improving the effectiveness of the Puskesos program, among other things by optimizing the allocation of budgets, improving inter-institutional coordination, as well as conducting more intensive campaigns and socialization to the community.
