Abstract

Indonesia is one of the countries that uses elections as a way to change its leadership cycle to provide space for justice and equality for its citizens. In the implementation of elections, it is possible for violations to occur. As an effort to prevent this, the Election Supervisory Body (Bawaslu) was formed which has the authority to prevent and act on election violations. However, public participation is needed, especially the millennial generation in holding elections as supervisors, considering the complexity of the 2024 election because of the holding of elections and local elections in the same year. This study aims to analyze community participatory surveillance strategies, especially millennial voters by the Bekasi City Election Supervisory Body and millennial voters' perceptions regarding the implementation of participatory surveillance ahead of the 2024 elections. This research uses a qualitative method with a constructivism paradigm. Case study research design with primary and secondary data acquisition techniques. This study uses Kotten's (2008:104) strategy theory consisting of Corporate Strategy, Program Support Strategy, Resource Support Strategy and Institutional Strategy. The results of the study show that the strategy carried out by the Election Supervisory Body (Bawaslu) for Bekasi City has not been optimal in increasing oversight of public participation, especially Millennial voters. Efforts to increase supervision of Millennial voters through election monitors, Election Supervisory Cadre Schools (SKPP) and social media have not run optimally. There are four forms of supervision owned by the Bekasi City Bawaslu, namely Gowaslu, Social Media Monitoring Corner and Election Saka Adyasta.
