Abstract
The purpose of this study is to determine the Role of the Village Head in the Development Planning Conference (Musrenbang) in Babelan City SubDistrict, Bekasi Sub-District, Bekasi City along with the obstacles encountered and also to find out what efforts are being made in overcoming these obstacles. Theories used are (1) Coordination (2) Decision Making (3) Communication (4) Attention to subordinates.The research uses descriptive analysis using data through literature, observation, questionnaire and interview techniques. In the study, the population was 69 people, consisting of 26 village officials, and community representatives, namely RW 7 people and RT heads 36 people. Whereas for taking the sample the researcher used the saturated / census sample technique so that in this study the sample was set as many as 69 according to the population. The results of the study overall obtained a value of 63.58%. When referring to the opinion of Idrus (2009: 86) about the size of the results of the percentage of research included in the category quite well (56% -68%). Whereas the sub indicators of this study scored (1) the coordination indicator of 63.58% including the quite good category (2) the decision making indicator of 66.12% including the quite good category (3) communication with community representatives scored 56.52% which means that this indicator is in the good enough category (4) the indicator of attention for subordinates is 67.63%, then this indicator is in the good enough category. Obstacles encountered in this study are: (1) Lack of ability and insight of village staff in directing proposed program activities in musrebang (2) limited facilities and infrastructure in the implementation of musrenbang (3) Not yet optimal socialization to community representatives. In addition, the efforts undertaken are: (1) the Lurah organizes musrenbang training for its members (2) prepares and plans the musrenbang program (3) the Lurah carries out socialization to increase community participation in the Ciketingudik village musrenbang.
