Abstract

This thesis is entitled "Implementation of Government Regulation No. 53 of 2010 Policy on Civil Servant Discipline in the Bekasi City Regional Financial and Asset Management Agency". This thesis is based on the existence of problems in the implementation of Government Regulation Number 53 of 2010 concerning Civil Servant Discipline which has not gone according to what is desired. The identification of the research problem is how to implement Government Regulation Number 53 of 2010 concerning the Discipline of Civil Servants in the Bekasi City Regional Financial and Asset Management Agency. Bekasi City Regional Assets and how to overcome obstacles to implementing government regulation number 53 of 2010 concerning the discipline of civil servants at the Bekasi City Regional Financial and Asset Management Agency, this study uses the theory of public policy implementation models (2009:31) 1. Communication 2. Disposition or attitude 3. Resources 4. Bureaucratic structure. This study uses a descriptive method of analysis whatever its meaning according to Sugiyono (2010: 88) "Descriptive research is research that is intended to collect information about the status of an existing symptom, namely the condition of the symptoms according to what they were at the time the research was conducted." Data collection was carried out by interviews and documentation, as well as studying books, regulations and other linear structures. The population in this study is the apparatus of the Bekasi City Regional Financial and Asset Management Agency. In taking the sample using Nonprobability sampling technique, purposive sampling So the samples/informants were taken from 5 officials of the Bekasi City Financial and Regional Assets Agency who were included in the sample/informant technical criteria. The results of the study concluded that employees of the Bekasi City Regional Financial and Asset Management Agency had implemented government regulation number 53 of 2010 concerning the discipline of civil servants at the Bekasi City Regional Financial and Asset Management Agency according to what was in the government regulation. Obstacles that occur are lack of self-awareness of employees in administering government at the Regional Financial and Asset Management Agency for the City of Bekasi and efforts to overcome these obstacles by providing guidance to employees of the Regional Financial and Asset Management Agency for the City of Bekasi. civil servants at the Bekasi City Regional Financial and Asset Management Agency are more disciplined and pay more attention to their obligations as professional and responsible state apparatus.
