Abstract

COLLABORATIVE GOVERNANCE DALAM PENANGGULANGAN BENCANA BANJIR DI KABUPATEN BEKASI Nia Zulfa Handelina Islamic University “45” Bekasi nia11zh@gmail.com ABSTRACT This research is motivated by problems in preparedness in dealing with floods which are still far from the expectations of all levels of society. Floods are caused by the lack of water catchment areas that cannot accommodate the continuous discharge of rainwater. So that there is a need for cooperation that is not only carried out by the government but various parties to help in dealing with disaster problems to be more effective. The objectives of this study (1) are to analyze collaborative governance in flood disaster management in Bekasi Regency; (2) Analyzing community participation related to flood prevention in Bekasi Regency; and (3) to analyze the involvement of stakeholders in flood prevention in Bekasi Regency. This research uses qualitative methods and uses a case study research design by focusing on the pentahelix research topic, namely between local governments, private parties, mass media, universities, and communities. The paradigm used in this research is constructivism with data acquisition techniques through observation, in-depth interviews, documentation and literature study. The informant recruitment technique used purposive sampling. The data analysis technique uses data reduction, data display, conclusion drawing and data verification. The results obtained in this study (1) Collaborative Governance in flood prevention in Bekasi Regency has been implemented and is still not optimal due to lack of collaboration with other parties to complete resource requirements; (2) community participation in tackling flood disasters in Bekasi Regency is still inadequate; (3) The involvement of stakeholders in flood disaster management in Bekasi Regency shows that stakeholders participate by providing human resources and other resources.
