Abstract
With the rise of national distribution activities, economic sector growth, trade, and the expansion of industrial economic zones have driven an increasing demand for efficient transportation systems. The total Vehicle Operating Cost (VOC) incurred by users of a specific transport mode is significantly influenced by travel speed; lower speeds result in higher operating costs, and vice versa. This research aims to analyze the Vehicle Operating Cost (VOC) of 5-axle trailer trucks (Class V) traversing the 45.3 km Cibitung–Cilincing road corridor utilizing the Pacific Consultants International (PCI) method. Data collection was conducted through vehicle counts, speed measurements, travel time observations, and driver interviews to acquire primary vehicle operating cost parameters. The survey results indicate an average vehicle speed of 17.5 km/h, with a travel time of 5.2 hours per round trip (90.6 km). Based on the analysis using the PCI method, the calculated VOC is Rp 11,152,094.56 per 1,000 km. The total cost per round trip is Rp 1,871,530.45. Under a standard safe load capacity of 28 tons, this yields a transport tariff of Rp 66,840.37 per ton, or Rp 737.75 per ton-km. These high operating costs are heavily driven by speed fluctuations caused by side friction and congested road conditions, which frequently subject freight vehicles to stop-and-go traffic.
