Abstract

Cibubur Alternative Road is a critical arterial corridor connecting four major cities: Bogor, Bekasi, Depok, and Jakarta. This strategic regional link generates high traffic volumes, frequently resulting in severe traffic congestion at multiple bottlenecks. A prime example is at kilometer 6 (km 6) of the Cibubur Alternative Road, which regularly experiences heavy congestion with vehicle queues extending up to one kilometer. Therefore, this study aims to evaluate the impact of the U-turn located in front of PT. Bukaka on overall traffic performance using the 2014 Indonesian Road Capacity Manual (PKJI 2014) method and simulation modeling via PTV Vissim. The baseline analysis reveals an existing queue length of 113.12 m in the East-West direction and 122.28 m in the West-East direction; average delay times of 1.13 seconds (East-West) and 1.26 seconds (West-East); and average operational speeds of 4.50 km/h (East-West) and 4.31 km/h (West-East). Consequently, the existing Level of Service (LOS) for the Cibubur Alternative Road is categorized as F. Based on the PTV Vissim simulation results, the most effective mitigation strategy is Scenario 4, which involves the total closure of the median opening (U-turn) facility. The implementation of this scenario significantly optimizes traffic flow by reducing the queue lengths and delay times to near-zero levels (0 m and 0.01 seconds) in both directions. Furthermore, it substantially enhances average vehicle speeds to 43.79 km/h in the East-West direction and 44.08 km/h in the West-East direction, thereby successfully upgrading the road's Level of Service to LOS C.
